In early 60-es, the first Russian ASAT 'IS' system was ready for testing. The rocket for the ASAT, however, was not going to be ready for some time. To fill the gap, two R-7 rockets were rigged to launch initial tests.


Missions were announced as "maneuverable satellites", named 'Polyot-1' and 'Polyot-2'. In Russian, 'Polyot' stands for 'Flight'.
